that is because it does not come in permanent. it is only a semi or demi permanent deposit only color that has to go on pre- lightened hair.

There's no such thing as permanant rainbow colors, only semi permenant. And manic panic isn't very good, it turns out very light and fades fast. The longest lasting brightest stuff I've found is the hot topic brand, so maybe try their website.
